Description
Laga Island is an entire uninhabited island of approximately five hectares in Bolaang Mongondow Timur Regency, on the eastern seaboard of North Sulawesi, offered through Sulawesi.com under exclusive mandate from the owner. The island has white coral-sand beaches on the sheltered side, a granite boulder shoreline on the exposed side, and a fringing reef with a shallow sand-bottomed lagoon that drops to deep water within roughly one hundred metres.

Inland the ground rises to a low forested ridge with mature coconut stands and an open grass saddle that reads as the natural building platform, with sightlines across the channel to the mainland mountain range. There are no structures, no current commercial use and no permanent occupation.
Realistic uses are a small boutique resort or dive lodge, a private family retreat, or a conservation holding. The site is entirely off-grid: solar with storage, rainwater harvesting and desalination are the base case, and should be modelled into any acquisition budget alongside the certification costs set out below.

Titre et documentation
The island is held under a Letter C, not a certificate
Most island listings in Indonesia describe a Letter C as "complete and strong documents". That is a seller's phrasing. A Letter C is an entry in the village land book, historically used for land tax; it evidences recognised occupation and is accepted by BPN as supporting evidence for certification. It is not a certificate of ownership, it is not conclusive against a third-party claim, it does not fix boundaries or area, it cannot be mortgaged, and it cannot be held by a foreign national or a foreign-invested company in that form.

It is not a certificate of ownership, it is not conclusive against a third-party claim, it does not fix boundaries or area, it cannot be mortgaged, and it cannot be held by a foreign national or a foreign-invested company in that form.
We disclose this up front because it is the single most important line in the listing, and because it is the item on which island purchases in Sulawesi most often fail. It is workable, we run the certification with the owner and a licensed PPAT before or in parallel with your purchase, on an agreed timetable with your deposit held at the notary. You are not asked to buy a Letter C and hope.
- 1
Verify the Letter C at source
Cross-check against the village Buku C, the land history, current SPPT PBB receipts, seller identity documents and the full heir chain where the land passed by inheritance.
2–4 weeks · agent and notary
- 2
Measure and map
BPN carries out the pengukuran and issues a plot map. The stated five hectares becomes a real figure and boundaries against the foreshore are fixed.
4–8 weeks · BPN
- 3
Public announcement period
The claim is published so any adverse claimant can object. If an objection arises, you learn of it before funds move.
Statutory period · BPN
- 4
Small-island allocation
Approximately 30% of the island area remains under state control as public and green zone; the balance is available for private right. Applied at certification, and it defines your usable footprint.
BPN and regional government
Timeframes are indicative, drawn from comparable small-island files, and vary by regency. Regulations governing small-island land rights and foreign investment change; each step is confirmed by the acting notary/PPAT and your own counsel before it is relied upon. Sulawesi.com is not a law firm and does not provide legal or tax advice.
Getting to Manado
Sam Ratulangi International Airport (MDC) is North Sulawesi's international gateway and the reason this part of the province is viable for a guest-facing business at all, it already carries the dive traffic for Bunaken and Lembeh. It is a genuine international airport rather than a regional strip, with roughly 190 scheduled flights a week.

Areas, boundaries, timeframes and costs are indicative and must be independently verified. The property is held under a Letter C entry and is not currently certificated; no representation is made that certification will be granted, or granted within any particular period.
